My understanding of the process is that in order to get a Comp pick, you have to at least tender your Free Agent a contract. I'm concerned over Pugh stating that he never heard from the Giants in Free agency. I expected us to get a comp for either him or Richburg. Alec Ogletree was a trade so he shouldn't cancel out us losing two 2nd tier free agents.
By my estimates, we could have received two additional 4th round picks. Do we lose out or did we tender Pugh an offer?
I would be really pissed if we gave away a comp pick.

The number of picks a team can receive equals the net loss of compensatory free agents, up to a maximum of four. Although the formula has never been revealed, by studying the compensatory picks that have been awarded since they began in 1994, I’ve determined that the primary factor in the value of the picks awarded is the average annual value of the contract the player signed with his new team, with an adjustment for playing time and a smaller adjustment for postseason honors.
