Naming starters is hard since people get a start if they come in for the first play and see very little other action in the game. Off that list, I see Toney as a starter because he'll be all over the place and often will be on the field for the first play. Penny probably will seldom see the field on the first play. Realistically, Rudolph is going to play a whole lot more than Penny, and maybe even as much or more than Engram. Slayton probably isn't going to see a significant drop in his numbers; but, he will lose some snaps to Toney, as will Shepard.

They may not carry a FB but 4 TEs I think they will play 3 Saftey looks in 11 personnel instead of a nickle.
They prefer Shepard on the outside
I don't think they view Shepard as an outside receiver. Slayton is the far bigger threat outside, and Shep is a good slot man. Shep and Toney will be on the field at the same time primarily with four WR sets, both playing the slot. I expect Shep to get more of the third down plays, and Toney will come in a lot on second and short. Trying to pigeonhole either one is not going to work; because they can both play some slot, some outside, and Toney will line up in the backfield at times. Sills, and Ross might both stick and also get some reps on the outside. Garrett's task this year is to use all his weapons, and not be as predictable as he was last year. He also should be using motion more which plays directly into Toney's strong points. A lot fo it depends on the personnel the opposing defense is going to have, "starters" and reps will probably vary wildly from week to week.
